The secret to any leadership development is having more than you think you need. For every major league team, there are three other teams being developed for every position. 

Always develop many to find one. Always do it in groups. We identify those with a pastoral gifting and ask if we can develop them and meet with them frequently. Build a small group where you meet with them each week.
